On January 14, 2010, the Town of Zebulon was designated as a regulated public entity subject to the National Pollution Discharge Elimination System (NPDES) by the Environmental Management Commission of the NC Department of Environment and Natural Resources. The Town of Zebulon adopted a stormwater management program and submitted an application for a Phase II stormwater permit on August 1, 2011. The permit was issued in November 2012 to become effective December 1, 2012.
There are six focus areas under the permit requirements:
a) Public education and outreach on stormwater impacts
b) Provide opportunities for residents to participate in activities related to reducing stormwater runoff and pollution
c) Detect illicit discharges of stormwater
d) Control construction site stormwater runoff
e) Manage post-construction stormwater in developments and re-developments
f) Stormwater pollution prevention and maintenance for municipal operations
What is Stormwater Runoff?
Stormwater runoff is the water that flows off impervious surfaces or is not fully absorbed by natural surfaces during rain events. This water drains into catch basins, storm sewers and ditches, eventually ending up in lakes and rivers. Stormwater runoff can cause flooding and erosion. Stormwater runoff can pick up harmful chemicals and debris causing polluted bodies of water and destroying natural habitats. See graphic below.

The Town of Zebulon has partnered with Wake County to administer the Town's erosion and sediment control and stormwater regulations, including related plan review and permit issuance.
