Miller & Associates (TPMA) to conduct its first-ever Housing Study and Demographic Data Analysis. This initiative is in direct response to the Town’s rapid growth over the past five years and the increasing need to assess local housing conditions. “The Town’s strategic priorities focus on fostering a vibrant downtown, preserving small-town character, and supporting smart growth,” said interim town manager Taiwo Jaiyeoba. “This study will help us proactively address housing challenges while maintaining the values that make Zebulon unique.” The study will provide a comprehensive assessment of Zebulon’s current housing market, identify gaps in housing affordability, and offer recommendations to improve the housing ecosystem. The analysis will also include a review of local policies, zoning ordinances, as well as relevant initiatives in Wake County to ensure alignment of efforts and incorporate best practices in housing development. A central focus of the study is affordable housing. According to the U.S. Department of Housing and Urban Development (HUD), housing is considered affordable when households spend no more than 30 percent of their income on housing-related costs. The study will examine the full spectrum of housing prices in Zebulon compared to average wages for local residents and essential workers to evaluate current affordability conditions. The Housing Study and Demographic Data Analysis is expected to be completed by January 2026. Community engagement opportunities, including public meetings and surveys, will be announced in the coming months to ensure residents have a voice in shaping Zebulon’s housing future.
