The Town of Zebulon has appointed Catherine “Katy” Crosby as its new Town Manager, effective February 2026. The appointment was approved by a formal vote of the Town Board of Commissioners during its Dec. 5 meeting.
Crosby brings more than two decades of experience in municipal management, organizational leadership, and community and economic development across multiple states and diverse communities.
Recently, Crosby served as the Chief of Community Engagement & Institutional Accountability at the National Community Reinvestment Coalition (NCRC), where she oversaw national teams focused on economic mobility, community development finance, housing counseling, membership, training, and institutional accountability. She led multi-state coalitions, stewarded community benefit agreements, and supported cross-sector collaboration to strengthen investment in communities across the country.
Former Mayor Glenn York said the Town is confident in the selection.
“We are fully confident in this decision and believe Crosby brings the stability, leadership, and vision needed as Zebulon continues to grow,” York said.
Crosby said she looks forward to serving the residents of Zebulon.
“I was drawn to Zebulon because it is a diverse community navigating the opportunities and challenges that come with rapid growth,” said Crosby. “My experience cultivating healthy workplace cultures, building high-performing teams, engaging communities, and supporting organizations through change aligns well with the internal and external needs of Zebulon. I’m also excited to return to Wake County, where I have built strong relationships and look forward to continuing that work. I am honored to begin serving this community.”
Crosby previously served as Town Manager of Apex, North Carolina, where she guided one of the state’s fastest-growing communities through major infrastructure expansion, organizational restructuring, and development of the Town’s first strategic plan.
Prior to her work in North Carolina, she served as Chief of Staff for the City of Toledo, Ohio, providing executive oversight across departments, supporting policy and budget alignment, and leading key operational and revitalization efforts.
She began her executive public service career in Dayton, Ohio, where she served as Executive Director of the Human Relations Council, overseeing compliance, business inclusion, community engagement, and neighborhood stability initiatives.
Crosby succeeds Interim Town Manager Taio Jaiyeoba.
