The Town of Zebulon adopted a Strategic Plan, Zebulon 2030, in 2018. This plan identified three focus areas:
- Vibrant Downtown,
- Small Town Life,
- and Growing Smart.
To support these focus areas, priority goals were determined. "Increasing the connectedness and walkability in the community" is one of these goals.
