You may pay your City of Raleigh water bill at Town Hall (1003 N. Arendell Avenue) on Monday - Friday between the hours of 8:00 AM and 5:00 PM. Methods of payment accepted are cash, check and credit/debit cards.
You can also pay online here: Pay Water Bill or by phone at (888) 905-3169 to make a Visa, MasterCard, American Express, Discover payment using the automated phone system. Please have your credit card and utility account number available. The automated system is available seven days a week, 24 hours a day.

- Once the permit is issued, pay over the Permit and Development Portal with credit card or eCheck. The Permit and Development Portal account provides:
- A centralized dashboard to monitor your development projects.
- More, real-time notifications throughout the review process.
- Enhanced, online scheduling for inspections.
- The option to pay fees online.
- If you are a one-time payor for a permit, you do not have to set up an account, but you will need your invoice number to make a payment on-line. If you choose to pay in person, please visit the Planning and Development Customer Service Center in the City of Raleigh.
